The Chair “State Construction and Law” of AF SAPA was organized in 2004.
In 2008 the Chair “State Construction and Law” was renamed into the Chair “Constitutional and Administrative Law”.
Roman Vitalentvich Znamenshchikov, Cand. Sc. (Law) heads the chair. In 1999 Roman Vitalentvich Znamenshchikov graduated with honours from the Altai State University, department of Law, specialty jurisprudence. In 2003 he defended candidate’s thesis on a specialty 12.00.02-“Constitutional Law; Municipal Law”. Since September 2007 Roman Vitalentvich heads the chair. He is the member of Academic Board of the Altai Branch of SAPA.
The Chair “Constitutional and Administrative Law” provides the training of students on a specialty 030501 65 "Jurisprudence" with qualification "Lawyer" on state-legal specialization.
The main purpose of the chair is preparing active and skillful lawyers-professionals able to cope with any legal problem of today Russia’s reality. Highly qualified scientific-pedagogical personnel of the chair, practitioners and experts of high professional level share their knowledge and experience with law- students and listeners.
Practical trend of educational process is provided with interactive methods of training. Multimedia technologies, electronic training systems, business games in forms of judicial or legislative procedures, round tables and various discussions etc. are used on the seminars.
Students of the chair take part in competitions, scientific-practical seminars and conferences organized within the branch, between institutions and in international conferences.
For fastening theoretical knowledge and receiving practical skills students of the Altai Branch of SAPA have practice in Administration of Barnaul, the Altai Region and other municipal bodies, Federal Drug Control Service of Russia for the Altai Region, Federal Registration Service for the Altai Region, Federal Court Enforcement Officers Service for the Altai Region, the House of Lawyers for the Altai Region, courts of the Altai Region, Prosecutor’s Office and law-enforcement bodies.
Graduates of the chair occupy supervisory and other posts in bodies of legislative and executive power bodies of the Altai Region, local governments, in courts of the Altai Region, law-enforcement bodies and Prosecutor’s Office, security service bodies and legal services of commercial juridical persons.
